You should try to include at least a few headshots in your port. This was advice I got from the head of an LA modeling agency, even if you don't have that many shoots under your belt yet try not to include more than one image from any one look, unless they are very different angles/lighting etc. He also said to keep updating my portfolio with only my best 10-20 shots/clippings and taking out my weakest photos. Both things I took to heart and I think it helped me quite a bit over the years.
You might check out Brand Talent and Modeling, they were in Santa Ana but I think they moved to Orange or Anaheim maybe.
Also could try local clothing companies, especially fitness companies or even gyms.
You could also find rental photo studios in the area, like Wonderland Studios in Anaheim, and leave your card there for modeling gigs.
If you go online to some of the modeling agencies and look at the model's promo cards you'll get a good idea of what you should put in your own card/port.
